إِلَّا ٱلۡمُسۡتَضۡعَفِينَ مِنَ ٱلرِّجَالِ وَٱلنِّسَآءِ وَٱلۡوِلۡدَٰنِ لَا يَسۡتَطِيعُونَ حِيلَةٗ وَلَا يَهۡتَدُونَ سَبِيلٗا
Except for the oppressed among men, women and children who cannot devise a plan nor are they directed to a way213 -

Al-Mukhtasar
Exempted from this warning are the weak men, women, and children with an excuse. They had no power to defend themselves from oppression and subjugation. They could not discover a path to free themselves from their subjugation. Perhaps Allah will pardon such people through His mercy and benevolence. Allah is Ever-Pardoning of His slaves and Oft-Forgiving of whoever repents among them.
