وَيُسَبِّحُ ٱلرَّعۡدُ بِحَمۡدِهِۦ وَٱلۡمَلَٰٓئِكَةُ مِنۡ خِيفَتِهِۦ وَيُرۡسِلُ ٱلصَّوَٰعِقَ فَيُصِيبُ بِهَا مَن يَشَآءُ وَهُمۡ يُجَٰدِلُونَ فِي ٱللَّهِ وَهُوَ شَدِيدُ ٱلۡمِحَالِ

And the thunder exalts [Allāh] with praise of Him - and the angels [as well] from fear of Him - and He sends thunderbolts and strikes therewith whom He wills while they dispute about Allāh; and He is severe in assault.

Al-Mukhtasar

The thunder exalts and praises for its Lord the Exalted. The angels exalt their Lord in awe of Him and out of reverence and honor of Him. He sends thunderbolts to strike and eliminate whichever of His creation He wills. Yet the disbelievers still dispute Allah's Oneness. Allah is mighty in power and strength. He does not will anything except that He does it.
