كَيۡفَ وَإِن يَظۡهَرُواْ عَلَيۡكُمۡ لَا يَرۡقُبُواْ فِيكُمۡ إِلّٗا وَلَا ذِمَّةٗۚ يُرۡضُونَكُم بِأَفۡوَٰهِهِمۡ وَتَأۡبَىٰ قُلُوبُهُمۡ وَأَكۡثَرُهُمۡ فَٰسِقُونَ
How [can there be a treaty] while, if they gain dominance over you, they do not observe concerning you any pact of kinship or covenant of protection? They satisfy you with their mouths, but their hearts refuse [compliance], and most of them are defiantly disobedient.

Al-Mukhtasar
How can they have a covenant with you and an assurance of safety when they are your enemies? And if they win over you [and conquer you], they will not consider Allah concerning you or respect any kinship relationship or covenant. But instead, inflict severe torment on you?! They please you with the pleasing words that their tongues utter, but their hearts do not obey and agree with their tongues, so they do not fulfill what they say, and most of them are out of obedience to Allah for breaking the covenant.
