وَٱلَّذِينَ كَفَرُواْ بَعۡضُهُمۡ أَوۡلِيَآءُ بَعۡضٍۚ إِلَّا تَفۡعَلُوهُ تَكُن فِتۡنَةٞ فِي ٱلۡأَرۡضِ وَفَسَادٞ كَبِيرٞ
And those who disbelieved are allies of one another. If you do not do so [i.e., ally yourselves with other believers], there will be fitnah [i.e., disbelief and oppression] on earth and great corruption.

Al-Mukhtasar
And those who disbelieve in Allah are united in their disbelief, so they support each other. A believer should not be loyal to them. Suppose you do not support the believers and stand hostile to the disbelievers. In that case, there will be a Fitnah (suffering weakness, wars, battles, polytheism, etc.) for the believers as they did not find anyone to support them from among their brothers in religion. And there will be grand corruption on earth by obstructing Allah's path.
