إِنَّ ٱلَّذِينَ ءَامَنُواْ وَهَاجَرُواْ وَجَٰهَدُواْ بِأَمۡوَٰلِهِمۡ وَأَنفُسِهِمۡ فِي سَبِيلِ ٱللَّهِ وَٱلَّذِينَ ءَاوَواْ وَّنَصَرُوٓاْ أُوْلَٰٓئِكَ بَعۡضُهُمۡ أَوۡلِيَآءُ بَعۡضٖۚ وَٱلَّذِينَ ءَامَنُواْ وَلَمۡ يُهَاجِرُواْ مَا لَكُم مِّن وَلَٰيَتِهِم مِّن شَيۡءٍ حَتَّىٰ يُهَاجِرُواْۚ وَإِنِ ٱسۡتَنصَرُوكُمۡ فِي ٱلدِّينِ فَعَلَيۡكُمُ ٱلنَّصۡرُ إِلَّا عَلَىٰ قَوۡمِۭ بَيۡنَكُمۡ وَبَيۡنَهُم مِّيثَٰقٞۗ وَٱللَّهُ بِمَا تَعۡمَلُونَ بَصِيرٞ
Indeed, those who have believed and emigrated and fought with their wealth and lives in the cause of Allāh and those who gave shelter and aided - they are allies of one another. But those who believed and did not emigrate - for you there is no support of them until they emigrate. And if they seek help of you for the religion, then you must help, except against a people between yourselves and whom is a treaty. And Allāh is Seeing of what you do.

Al-Mukhtasar
Those who believed in Allah believed in His Messenger, acted upon His sacred law, migrated from the land of disbelief to the land of Islam or to a place where they could worship Allah safely, and strived by spending their money and their lives to raise the word of Allah. Likewise, those who hosted them in their homes and supported them - those emigrants and those locals who supported them are allies and friends of one another in providing support and assistance. As for those who believed in Allah but did not emigrate from the land of disbelief to the land of Islam, it is not upon you, O believers, that you help them and protect them until they migrate for the sake of Allah. If the disbelievers oppress them and they [the weak believers] seek your victory and help, then help them against their enemies unless a covenant between you and their enemy is still in place and they [the disbelievers] did not break. Allah sees everything you do. Nothing of your deeds is hidden from Him, and He will recompense them accordingly.
