وَلَمَّا رَجَعَ مُوسَىٰٓ إِلَىٰ قَوۡمِهِۦ غَضۡبَٰنَ أَسِفٗا قَالَ بِئۡسَمَا خَلَفۡتُمُونِي مِنۢ بَعۡدِيٓۖ أَعَجِلۡتُمۡ أَمۡرَ رَبِّكُمۡۖ وَأَلۡقَى ٱلۡأَلۡوَاحَ وَأَخَذَ بِرَأۡسِ أَخِيهِ يَجُرُّهُۥٓ إِلَيۡهِۚ قَالَ ٱبۡنَ أُمَّ إِنَّ ٱلۡقَوۡمَ ٱسۡتَضۡعَفُونِي وَكَادُواْ يَقۡتُلُونَنِي فَلَا تُشۡمِتۡ بِيَ ٱلۡأَعۡدَآءَ وَلَا تَجۡعَلۡنِي مَعَ ٱلۡقَوۡمِ ٱلظَّٰلِمِينَ
And when Moses returned to his people, angry and grieved, he said, "How wretched is that by which you have replaced me after [my departure]. Were you impatient over the matter of your Lord?" And he threw down the tablets and seized his brother by [the hair of] his head, pulling him toward him. [Aaron] said, "O son of my mother, indeed the people overpowered me and were about to kill me, so let not the enemies rejoice over me407 and do not place me among the wrongdoing people."

Al-Mukhtasar
When Moses returned to his people from his private conversation with His Lord, full of anger towards them and sadness upon finding them worshipping the calf, he said: What a terrible condition you have fallen into after me, O my people, for what it leads to of ruin and misery. Did you become bored of waiting for me, so you proceeded to worship the calf? Moses threw the Tablets because of the intensity of the anger and sadness that struck him and took his brother Aaron by the head and beard, dragging him towards him for remaining with them and not rectifying the worship of the calf that he saw. Aaron said to his brother Moses, in excuse and seeking clemency from him: O son of my mother, indeed the people considered me weak, so they belittled and almost killed me. So do not punish me with what would please my enemies, and do not include me, out of your anger, among the wrongdoers from the people due to their worship of other than Allah.
