وَلَوۡ شِئۡنَا لَرَفَعۡنَٰهُ بِهَا وَلَٰكِنَّهُۥٓ أَخۡلَدَ إِلَى ٱلۡأَرۡضِ وَٱتَّبَعَ هَوَىٰهُۚ فَمَثَلُهُۥ كَمَثَلِ ٱلۡكَلۡبِ إِن تَحۡمِلۡ عَلَيۡهِ يَلۡهَثۡ أَوۡ تَتۡرُكۡهُ يَلۡهَثۚ ذَّٰلِكَ مَثَلُ ٱلۡقَوۡمِ ٱلَّذِينَ كَذَّبُواْ بِـَٔايَٰتِنَاۚ فَٱقۡصُصِ ٱلۡقَصَصَ لَعَلَّهُمۡ يَتَفَكَّرُونَ
And if We had willed, We could have elevated him thereby,420 but he adhered [instead] to the earth421 and followed his own desire. So his example is like that of the dog: if you chase him, he pants, or if you leave him, he [still] pants. That is the example of the people who denied Our signs.422 So relate the stories that perhaps they will give thought.

Al-Mukhtasar
If We wished to benefit him through these signs, We would have raised him in rank by allowing him to act according to them, thus rising in this world and the Afterlife. But he chose what would lead to his abandonment when he leaned towards the lusts of the worldly life, preferring his worldly life to his Afterlife. Thus, his example, in his extreme greed for this world, is like the example of a dog, which pants with its tongue in any circumstance, whether it is left alone or chased away. That example is the example of those misguided by their rejection of Our signs. So relate the stories to them, O Messenger, in hopes that they think, then abstain from the rejection and misguidance which they are in.
