ٱلشَّهۡرُ ٱلۡحَرَامُ بِٱلشَّهۡرِ ٱلۡحَرَامِ وَٱلۡحُرُمَٰتُ قِصَاصٞۚ فَمَنِ ٱعۡتَدَىٰ عَلَيۡكُمۡ فَٱعۡتَدُواْ عَلَيۡهِ بِمِثۡلِ مَا ٱعۡتَدَىٰ عَلَيۡكُمۡۚ وَٱتَّقُواْ ٱللَّهَ وَٱعۡلَمُوٓاْ أَنَّ ٱللَّهَ مَعَ ٱلۡمُتَّقِينَ
[Battle in] the sacred month is for [aggression committed in] the sacred month,70 and for [all] violations is legal retribution. So whoever has assaulted you, then assault him in the same way that he has assaulted you. And fear Allāh and know that Allāh is with those who fear Him.

Al-Mukhtasar
The sacred month in which Allah enabled you to enter the Sacred Mosque and perform Umrah (Year 7 AH) is to compensate for the sacred month in which the polytheists prevented you from entering the Sacred Mosque (in Year 6 AH). The Law of Legal Retribution applies when the limits are overstepped concerning sacred things, such as the sacred land, the sacred month, and being in a state of ritual consecration (Ihram) for pilgrimage to the Sacred Mosque. When someone wrongs you in any of these, do unto them, as they did unto you, but do not go beyond what they have done: Allah does not love those who overstep His limits. And fear Allah in going beyond what He has permitted for you. Know that Allah is with those who are mindful of Him by granting them success and supporting them.
