فَٱلۡتَقَطَهُۥٓ ءَالُ فِرۡعَوۡنَ لِيَكُونَ لَهُمۡ عَدُوّٗا وَحَزَنًاۗ إِنَّ فِرۡعَوۡنَ وَهَٰمَٰنَ وَجُنُودَهُمَا كَانُواْ خَٰطِـِٔينَ
And the family of Pharaoh picked him up [out of the river] so that he would become to them an enemy and a [cause of] grief. Indeed, Pharaoh and Hāmān and their soldiers were deliberate sinners.

Al-Mukhtasar
So, she did as she had been inspired and placed him in a basket, casting him into the river. Then, Pharoah's family discovered him. Thus Allah's will was realized by Moses becoming Pharoah's enemy stripping him of his kingdom and bringing about his people's grief. Indeed, Pharoah, his minister Haman, and their aides used to sin by disbelieving, oppressing, and causing corruption in the land.
