حَتَّىٰٓ إِذَا ٱسۡتَيۡـَٔسَ ٱلرُّسُلُ وَظَنُّوٓاْ أَنَّهُمۡ قَدۡ كُذِبُواْ جَآءَهُمۡ نَصۡرُنَا فَنُجِّيَ مَن نَّشَآءُۖ وَلَا يُرَدُّ بَأۡسُنَا عَنِ ٱلۡقَوۡمِ ٱلۡمُجۡرِمِينَ
[They continued] until, when the messengers despaired and were certain that they had been denied, there came to them Our victory, and whoever We willed was saved. And Our punishment cannot be repelled from the people who are criminals.

Al-Mukhtasar
We give respite to the enemies of those Messengers We send; We lure them gradually by not bringing their punishment on quickly. So when their destruction is overdue, and the messengers feel the despair of it, and the disbelievers think that the promise of doom and salvation for the believers was nothing but a lie, Our aid comes to Our Messengers. We save the Messengers and the believers from the destruction that befalls the deniers. Our punishment is never turned away from criminal people when We bring it down on them.
