۞ إِنَّ ٱللَّهَ لَا يَسۡتَحۡيِۦٓ أَن يَضۡرِبَ مَثَلٗا مَّا بَعُوضَةٗ فَمَا فَوۡقَهَاۚ فَأَمَّا ٱلَّذِينَ ءَامَنُواْ فَيَعۡلَمُونَ أَنَّهُ ٱلۡحَقُّ مِن رَّبِّهِمۡۖ وَأَمَّا ٱلَّذِينَ كَفَرُواْ فَيَقُولُونَ مَاذَآ أَرَادَ ٱللَّهُ بِهَٰذَا مَثَلٗاۘ يُضِلُّ بِهِۦ كَثِيرٗا وَيَهۡدِي بِهِۦ كَثِيرٗاۚ وَمَا يُضِلُّ بِهِۦٓ إِلَّا ٱلۡفَٰسِقِينَ
Indeed, Allāh is not timid to present an example - that of a mosquito or what is smaller15 than it. And those who have believed know that it is the truth from their Lord. But as for those who disbelieve, they say, "What did Allāh intend by this as an example?" He misleads many thereby and guides many thereby. And He misleads not except the defiantly disobedient,

Al-Mukhtasar
Verily, Allah does not shy away from using whatever example He wishes, whether that be of a gnat or anything bigger or smaller than it. These examples are given to two types of people: believers and disbelievers. As for the believers, they know and trust that there is wisdom in the use of such examples. As for the disbelievers, they mockingly ask one another why Allah uses examples with lowly creatures, such as mosquitoes, flies, and spiders. Allah replies that guidance, direction, and a test for people lie in these examples. There are many whom Allah will misguide through these examples because they refuse to ponder them. Likewise, He will guide many along the right path because they take lessons from them. He does not misguide anyone except those who deserve misguidance. They are those who stray far from obedience to Him, such as the hypocrites.
