Surah An-Nisa 4:43 النساء

يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ لَا تَقۡرَبُواْ ٱلصَّلَوٰةَ وَأَنتُمۡ سُكَٰرَىٰ حَتَّىٰ تَعۡلَمُواْ مَا تَقُولُونَ وَلَا جُنُبًا إِلَّا عَابِرِي سَبِيلٍ حَتَّىٰ تَغۡتَسِلُواْۚ وَإِن كُنتُم مَّرۡضَىٰٓ أَوۡ عَلَىٰ سَفَرٍ أَوۡ جَآءَ أَحَدٞ مِّنكُم مِّنَ ٱلۡغَآئِطِ أَوۡ لَٰمَسۡتُمُ ٱلنِّسَآءَ فَلَمۡ تَجِدُواْ مَآءٗ فَتَيَمَّمُواْ صَعِيدٗا طَيِّبٗا فَٱمۡسَحُواْ بِوُجُوهِكُمۡ وَأَيۡدِيكُمۡۗ إِنَّ ٱللَّهَ كَانَ عَفُوًّا غَفُورًا
O you who have believed, do not approach prayer while you are intoxicated until you know what you are saying187 or in a state of janābah,188 except those passing through [a place of prayer], until you have washed [your whole body]. And if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women [i.e., had sexual intercourse] and find no water, then seek clean earth and wipe over your faces and your hands [with it]. Indeed, Allāh is ever Pardoning189 and Forgiving.

- 188 Literally, "distance." The state of one under obligation to perform ghusl (a complete bath) due to having had sexual intercourse or ejaculation.

Al-Mukhtasar
O you who believe in Allah and follow His Messenger, do not pray while intoxicated until you recover and can distinguish what you are saying- this was before intoxicants were forbidden entirely. Do not pray when you are in a state of post-sexual impurity. Do not enter mosques in that state, except just passing through without remaining in them, until you have performed the major ritual bath. If you fall ill and cannot use water, are traveling and have emitted a minor impurity, or have had sexual relations with a woman and you cannot find water - then find clean earth and wipe your faces and hands with it. Allah pardons your shortcomings and is Forgiving towards you.
