إِنَّمَا ٱلنَّسِيٓءُ زِيَادَةٞ فِي ٱلۡكُفۡرِۖ يُضَلُّ بِهِ ٱلَّذِينَ كَفَرُواْ يُحِلُّونَهُۥ عَامٗا وَيُحَرِّمُونَهُۥ عَامٗا لِّيُوَاطِـُٔواْ عِدَّةَ مَا حَرَّمَ ٱللَّهُ فَيُحِلُّواْ مَا حَرَّمَ ٱللَّهُۚ زُيِّنَ لَهُمۡ سُوٓءُ أَعۡمَٰلِهِمۡۗ وَٱللَّهُ لَا يَهۡدِي ٱلۡقَوۡمَ ٱلۡكَٰفِرِينَ
Indeed, the postponing [of restriction within sacred months] is an increase in disbelief by which those who have disbelieved are led [further] astray. They make it473 lawful one year and unlawful another year to correspond to the number made unlawful by Allāh474 and [thus] make lawful what Allāh has made unlawful. Made pleasing to them is the evil of their deeds; and Allāh does not guide the disbelieving people.

Al-Mukhtasar
Delaying the sanctity of the month of Muharram to a month that is not Muharram and making it in its place [as the Arabs used to do during the Jahiliyyah (the time of ignorance, i.e., pre-Islam)] is an increase in disbelief over their disbelief in Allah. They disbelieved in His rule in the sacred months. The Devil misled those disbelieving in Allah when He enacted this evil/lousy practice. They would declare a sacred month not to be sacred for one year, exchanging it for one of the permissible months, and they keep it sacred for a year to agree with the number of months that Allah has made sacred, even if they violate its specifics. They do not make a month permissible except that they forbid a month in its place, so they make permissible what Allah has forbidden from the sacred months and violate his rule. The Devil made their evil deeds seem attractive, so they did them, including what they invented by postponing the sacred months. And Allah does not grant success to the disbelievers who insist on their disbelief.
