Surah Yusuf 12:76 يوسف

فَبَدَأَ بِأَوۡعِيَتِهِمۡ قَبۡلَ وِعَآءِ أَخِيهِ ثُمَّ ٱسۡتَخۡرَجَهَا مِن وِعَآءِ أَخِيهِۚ كَذَٰلِكَ كِدۡنَا لِيُوسُفَۖ مَا كَانَ لِيَأۡخُذَ أَخَاهُ فِي دِينِ ٱلۡمَلِكِ إِلَّآ أَن يَشَآءَ ٱللَّهُۚ نَرۡفَعُ دَرَجَٰتٖ مَّن نَّشَآءُۗ وَفَوۡقَ كُلِّ ذِي عِلۡمٍ عَلِيمٞ
So he began [the search] with their bags before the bag of his brother; then he extracted it from the bag of his brother. Thus did We plan for Joseph. He could not have taken his brother within the religion [i.e., law] of the king except that Allāh willed. We raise in degrees whom We will, but over every possessor of knowledge is one [more] knowing.609

Al-Mukhtasar
So they returned them to Joseph to search their bags. To conceal Joseph's plot, he started by searching the bags of his half-brothers before the bag of his full brother. He then searched the bag of his full brother and retrieved the king's golden measuring bowl from it. As Allah planned things for Joseph by arranging to have the bowl placed into the bag of his brother, He also arranged – for the benefit of Joseph – that his brothers would be given the punishment of their country, which was the enslavement of the thief. This would not have been achieved if it had been according to the king's punishment for thieves: beating and fining. Therefore, except by the will of Allah, another arrangement had been achieved, and He is able to achieve it; We raise in rank whom We will of Our slaves as We have raised the status of Joseph. And above every possessor of knowledge is someone more knowledgeable, and above the knowledge of everyone is the knowledge of Allah, Who knows all things.
